A lot of energy is required to keep campus buildings heated and powered by electricity. This use of energy can have a negative impact on the environment. Therefore, the university is making two changes to reduce its energy use. First, the university will replace the windows in the humanities classroom building with thicker, better-insulated windows that will allow the building to stay warm while using less heat. Secondly, while all classroom buildings have previously remained open until 9 PM, from now on the buildings will be shut down, and the lights turned off as soon as classes are over each day to avoid wasting electricity.
Woman: What do you think about this article? Joe.
Man: Oh, I think it's great. The environment is really important, obviously, and I think these steps will help.
Woman: Right. But I don't know if that first change is really necessary.
Man: Yeah, I think it is. I have a few classes in that building, and it's a really old building, and the classrooms are really drafty. I mean, if you sit anywhere near a window and it's cold outside, you can feel the cold air leaking in.
Woman: I see, yeah, that's not good.
Man: No, because it also means heat is escaping, of course. So I'm sure they have to use a lot of heat to keep that building warm enough, more than in other buildings, they probably keep it running constantly. So what they're doing should be really helpful. And the other change.
Woman: you mean the building hours?
Man: Yeah, I think that's good too. It's true that it's wasteful right now, because the thing is, there's hardly anybody using those buildings at night.
Woman: Not many people. But aren't there some who use them?
Man: Well, I know there were a few student groups that occasionally meet in the classrooms at night, but they could easily meet somewhere else, like at the Student Center or the library, so it shouldn't be a problem for them.
Woman: That's true, those places stay open late and have lots of space.
The man expresses his opinion about the plan described in the article, briefly summarize the plan, then state his opinion about the plan and explain the reasons he gives for holding that opinion.

The university has decided to take two energy-saving measures. They will replace the windows in the humanities classroom building and shut down the buildings and turn off the lights once classes are over.
The man strongly supports both changes.
First, he confirms the humanities building is old and drafty(有穿堂风的,通风漏气的) - he's felt cold air leaking through windows during class, causing constant heating needs. This makes window replacement necessary.
Second, he agrees closing buildings early is smart because hardly anybody uses them at night. While some student groups occasionally meet there after hours, they can easily relocate to alternative spaces like the Student Center or library, which stay open late and have ample (充足的、丰富的、宽敞的)room.
